Gov claims it was Mamba who started shooting

MANILA - Incumbent Cagayan Gov. Alvaro Antonio is turning the tables on Presidential Legislative Liaison Office (PLLO) chief Manuel Mamba and said it was Mamba's group that started shooting in Alcala town on Election Day.
