PCOS machine returns ballot four times

MANILA, Philippines -- A Precinct Count Optical Scan (PCOS) machine at the P. Burgos Elementary School in Manila has malfunctioned, but voting continues as the Board of Election Inspectors (BEI) in the precinct waits for technical support.
