Open you original picture in Photoshop
Now duplicate the image layer with CTRL+J
Now go to the “Image Menu”>Adjustment>Desaturate or Press shortcut key “Shift+Ctrl+U”
Now Duplicate this Layer by Pressing Ctrl+U
After Duplicate the layer than Press “Ctrl+I” to invert color
Change the layer to “Blinding Mode” to “Color Dodge”
Now right click on this layer and click on “Convert to smart object”
Now go to “Filter>Blur>Gaussian Blur” change the Radius to 20 pixel
