Protests staged by hard-line football fans and right-wing extremists in Cologne last Sunday have alarmed both police and policymakers in Germany. What was supposed to be a peaceful demonstration against Islamist Salafists turned violent, and authorities now fear it could be the start of a proxy war fought on the streets of Germany.
