The Syrian conflict has forced more than 3 million people out of the country. UN High Commissionner for refugees Antonio Guterres calls on the international community to step up efforts to help refugees as well as host countries. "We are all dramatically underfunded", he says, "there are lots of things that we should be doing, that we want to do, that people need us to do and that we are simply not able to do".
