Against the backdrop of anguish and the looming threat of the Islamic State, Britain's Prime Minister David Cameron says G8 countries should never pay ransoms for hostages.

"There's no doubt in my mind that the many tens of millions of dollars that ISIL have raised from ransom payments is going into promoting terrorism, including terrorism affecting our own country."
His comments come a day after Sotloff was beheaded by a man with a British accent who also issued a threat against a British hostage.
