ROUGH CUT (NO REPORTER NARRATION)

President Obama is meeting with members of his Cabinet on Tuesday.

In brief remarks before the meeting, Obama says he will not wait for congress to act on issues such as immigration reform.

He is urging his cabinet to find creative ways to make progress on core issues that congress has not acted on.

Obama says part of the meeting will also be spent on finding ways to improve the functioning of government to make it more customer friendly.

"I expect every agency to look and see how can we get more bang for the buck," Obama said.
