Kerry rejects Syria "boots on the ground" in House panel

STORY: Testifying before the House Foreign Affairs Committee, U.S. Secretary of State John Kerry and Secretary of Defense Chuck Hagel continue efforts on Wednesday (September 4) to sway members of Congress to approve the limited use of force against Syria following a recent chemical attack in a Damascus suburb.
Saying the president's authorization to act on Syria was in "our national interest," Kerry asserted that countries like Iran and North Korea were watching to see if the U.S. would act.
"We need to send to Syria and to the world...the unmistakable message that when we say never again...we mean never again," Kerry said.
Hagel added that the U.S. was working with allies, including France, Turkey, Saudi Arabia, the United Emirates and others, who have assured the U.S. of their "strong support."
During questioning, Kerry confirmed that some Arab countries have offered assistance in bearing costs, and also reiterated that
