The investigation begins after two police officers are shot outside the Prime Ministers' office in Rome on the day a new Italian government is sworn in.
Freelance cameraman Simone Bianchi said he heard two gunshots and saw a man dressed in a gray suit shooting at a policeman.
(SOUNDBITE) (Italian) EYEWITNESS, ITALIAN FREELANCE CAMERAMAN, SIMONE BIANCHI, SAYING:
"No, I didn't hear anything before he started shooting. I was about 20 to 25 meters from him. The only thing, basically, I saw was this man who was shooting, bang, bang, bang."
The shooting came as Enrico Letta's new government was being sworn in less than a mile away at the President's palace.
Ansa journalist Federico Garimberti was also at the scene when the shooting happened.
