townshend wrote the song for a follow-up to 'tommy' called 'lifehouse', to be sung by a scottish farmer as he and his family began their exodus to london. 'lifehouse' was later scrapped, but many of its songs were released. incidentally, townshend himself says the song is about waste in general, and aimed at those who complain about waste, but do nothing about it.
