    Tepco, the operators of Japan's stricken Fukushima nuclear plant, say they are scrambling to build more tanks to safely store radioactive water after leaks were found at makeshift pits.

    The site was devastated by an earthquake and tsunami two years ago which caused the world's worst atomic disaster in 25 years.
