Another high-skilled immigration push, promises of bolstered cybersecurity laws and challenges to Google search policies all bring head-scratching familiarity as policymakers unleash this year’s agenda. The difference now is timing, as issues once brushed aside are catapulting into national consciousness.

A House-passed immigration bill directed at foreign science students and measures to strengthen cybersecurity died last session as Congress lurched to a close. But a recent commitment by both parties to restructure immigration laws and a spate of government hacking cases have brought the matters renewed attention.
January brought a fast wake-up call with a controversial decision by the Federal Trade Commission not to challenge Google’s sway on the Internet search business. That concluded a two-year investigation into whether the company stifled competition by burying other sites in its search results. The tech giant instead agreed to change some of its search and advertising practices.
The FTC did find that Google had misused certain patents on cellphone technology and insisted the company make them available to competitors. The European Commission has yet to weigh in with its similar investigation on search bias and may take a harsher stance.
