The German government has refused to pay an extra one billion euros to rail company Deutche Bahn to build a major new railway project in Stuttgart.

The laying of a new high-speed rail line and building of a mainline station has been plagued with delays.

The project, called Stuttgart 21, was due to be completed by 2020 but is currently running four years late.
