Nuclear operator admits ''lack of safety culture''

When this tsunami hit the Fukushima nuclear power plant in March 2011 it led to the world's worst nuclear accident in 25 years.

On Friday the plant's operator TEPCO admitted a parliamentary inquiry was right when it said the disaster was ''man-made.''

(SOUNDBITE) (English) CHIEF OF SECRETARIAT OF TEPCO NUCLEAR REFORM SPECIAL TASK FORCE, TAKEFUMI ANEGAWA, SAYING:

"There's so much description of the lack of safety culture and our bad habit in our organisation. We admit, we completely admit that part of the parliamentary report."

Three reactors went into melt-down, contaminating land and forcing 160,000 people from their homes.

Many are unlikely to ever return.

Since then all of Japan's 50 nuclear reactors have been shut down for safety checks, only two have resumed operations.
