That's provoked fresh fears of a radiation leak, and potential nuclear meltdown. Engineers have however managed to restore electricity to three reactors, and it's hoped that could enable them to restart the failed cooling systems. That's likely to be crucial to avoiding a crisis turning into a catastrophe. But despite all their efforts, the systems wrecked by the earthquake and tsumani, are not yet operating.
