China claims that there are foreign instigators behind the unrest; while Western observers accuse China of violating human rights of Tibetans. Who is right? What are the causes of the dramatic events? And is there any chance at all that the World will see the situation in Tibet develop into something like the situation we witnessed in Kosovo last month?
