Moody's ratings agency has again spoiled the party for EU leaders as it's downgraded Greece to the lowest rating on its bond scale - right after a summit in Brussels. Almost all EU states - except Britain and the Czech Republic - have signed up to the so-called fiscal pact supposed to keep the country's deficits within limits with tough new budget rules. But financial analyst Karl Denninger doesn't believe the agreement will be implemented.
