    EU financial pact 'by March 1st'

    The leaders of France and Germany say that they want all European Union leaders to agree to a new pact to enforce tight budget controls for member states by March 1.

    The call from German Chancellor Angela Merkel and French President Nicolas Sarkozy came after months of bickering over the future of the EU and the European common currency, given huge sovereign debt levels in many member countries.
