A group of Arab League officials has arrived in the Syrian capital, Damascus.
They are preparing the way for a larger group of observers, who will monitor the implementation of an Arab League plan to stop the violence in Syria.
But activists say at least 24 people have been killed on Thursday alone, across Idlib, Hama, Homs, Deraa and Latakia.
Idlib has experienced some of the worst violence. About 111 people have been killed there since Monday.
