An Italian court has confirmed an earlier ruling preventing production at a southern steel plant because of pollution.

Management had argued that operations at the ILVA plant in Taranto should continue during safety improvements.

The plant is a major employer in a poor region and makes a third of Italy's steel but studies have suggested it has caused major health problems.
