Great clip - pity you can't see the band more. There is a full film as there is a still from it in "Black Beauty, White Heat". The MC/dancer in blackface is actor James Barton and the dancers are the Harlem Lindy Hoppers. The last guy ("Shorty Stump") is George "Shorty" Snowden who invented a dance step called the Shorty George. The band is:

Apart from Morton, this is "The Jungle Band" that recorded "Dog Bottom" and "Jungle Mama (Jungle Blues)" in 1929 under Webb's leadership.
Sadly, a lot of those guys died young as well - Pinkett died at 30, Swayzee at 32, Webb in his 30's also, James at 44, Truehart at 49.
