He left to get treatment at a Beijing hospital after China gave the US reassurances it would guarantee his safety and legal rights.
Chen's decision to leave the Embassy coincided with the arrival in Beijing of US Secretary of State Hillary Clinton for high-level talks. Chen has also said he felt pressure to leave.
He now wants to leave on Hillary Clinton's plane, according to reports.
A self-trained lawyer, Chen spent several years in prison after exposing forced abortions and sterilizations in his native Shandong.
