    On the Uruguay-Argentina border, a huge pulp mill meant to energise the economy is instead hurting commerce on both sides of the border.

    The big beef producing Uruguayan town of Fray Bentos hoped for new jobs.

    Instead trade and travel have been literally blocked by Argentine activists, and economically, both sides of the border are hurting.
