Damascus car bomb wounds 3, ceasefire ‘incomplete’

The damaged interior of a car that a Syrian television channel says contained a car bomb under the driver's seat.
The explosion in central Damascus wounded at least three people and damaged buildings in the popular shopping area.
The channel blamed "armed terrorists" for the attack, as violence continues in Syria despite the U.N.-backed ceasefire.
A small group of unarmed observers has been operating in-country for a week, overseeing the 11-day-old truce agreement that has curbed some but not all of the bloodshed.
There are now 11 U.N. monitors in Syria, with the Security Council agreeing on Saturday to increase the mission to a 300-strong team.

"Going out to the field for visits as usual, establishing liaisons with the parties, meeting with the people and making the preparation for the larger mission coming in, so we will be in touch."
U.N. political affairs chief Lynn Pascoe said on Monday that measures taken by the Syrian authorities were "clearly insufficient" and the ceasefire remained "incomplete".
Damascus says it is committed to the ceasefire agreement but reserves the right to respond to what they claim are continued attacks by "terrorist groups."
