For the residents of Dhaka, Bangladesh's capital, it is the third week in a row that many of them have gone without any water or electricity.

The army has been called in to protect the city's water pumps and to ration water distribution to some of the 12 million people living there, as there is not enough to go around.

City officials say frequent power cuts are to blame for the shortages as the city's 548 water pumps rely on electricity to extract fresh water from the soil to fill the tanks.

However, many residents say government mismanagement and inefficiency are at the root of the problem.

Al Jazeera's Nicolas Haque reports from Dhaka. (24 April 2010)
