While this year’s budget bill is already a lot on their plate -- Iranian lawmakers are still preoccupied with playing their role as a supervising body that makes sure law is properly implemented by the administration. This time the second phase of the targeted subsidy plan is the issue which prompted Parliament speaker Ali Larijani to pick up his pen to point out what he believed was a breach of law. In a letter to Iran’s Leader Ayatollah Khamenei he cited article 110 of the Constitution requesting the Leader to step in and unplug what parliamentarians say is a premature implementation of the second phase of the subsidy reform plan by the government--- the government increased the cashed handouts by more than 60 percent -- an indicator that it has kicked off the second phase of the subsidy reform plan.
