    At the United Nations annual Commission on Narcotic Drugs the difficulties in finding a common strategy among drug producing and drug consuming nations was laid bare by Bolivian President Evo Morales, who caused a sensation by calling for a repeal of the 1961 declaration of the coca leaf as a narcotic. Morales stressed that the coca leaf is not cocaine, and has been chewed for centuries to reduce hunger, altitude sickness and also as a mild stimulant.
