And another protest ahead of Earth Day...hundreds in Taiwan are calling on the government to stop plans to build a major offshore oil refinery. Protesters say they're concerned about the plant's possible environmental pollution.

Hundreds of protesters gathered in front of Taiwan's Environmental Protection Administration building on Thursday. They're urging the government to scrap plans to build an offshore refinery and petrochemical plant on Taiwan's western coast.

The Kuokuang Petrochemical Technology Company refinery project is led by state-run oil refiner CPC Corporation. It has been the subject of an extended environmental impact review.

Protesters warned the project will foul the air and hurt dolphins.

[Hsu Li-ling, Protester]:
"Three kilometers away from my house is another petrochemical company and another three kilometers away is another, I want to ask who is willing to live in a place like this. How many kids like her will have to wear a mask in the future and live their life."

[Ku Chien-ch'u, Protester]:
"The air will be polluted and vegetables will be polluted, inedible."

Taiwan is working on more transparent environmental reviews for new projects and tougher energy laws.

Some protesters feel there is still more to do.

[Chu'ang Yung-hsiang, Protester]:
"The government should work out some rules for the development of clean energy in the petrochemical industry for energy saving emissions reduction."

As protesters chanted slogans and waved banners outside the building, inside officials held the fifth environmental impact assessment to be carried out on the project.

Taiwan industrialized in the 1980s with little public protest to become one of Asia's four economic dragons.
