Discussion (excerpts) on 'Performance Monitoring and Evaluation system' & RFD; a new system which various departments have to follow. The system is directly lifted from USA and does not fit into India's constitutional format. It requires the IAS and departments to sign a 'Memorandum of Understanding' with the Ministers.

The system has been introduced by the World Bank executive Prajapati Trivedi, who has now been appointed directly as the (Non IAS) Cabinet Secretary (Performance Management) in the PMO. There are serious doubts and apprehension about this system among the IAS and members of the general public because of its US and WB origin and because it failed in the USA.
