11 out of the 15 on board died when the passenger plane crashed near the town of Igarka in the Arctic, about 3000 km, or 1800 miles, northeast of Moscow.
Three crew members and one passenger survived.
A ministry spokeswoman said the aircraft crashed 700 meters short of the runway as it came in to land.
She said three people were being treated for concussion and one other person was in intensive care.
The AN-24 twin turboprop plane was flying from the regional capital of Krasnoyarsk to Igarka at the time of the crash.
