Stephanie begins her first day of the eighth grade by ignoring her younger brother, Arthur, who is a year younger than her. Stephanie decides to run for student council president for the school year.
She realizes she can get more votes by letting guys kiss her. Meanwhile, Arthur runs into Joey, who seems friendly at first, but locks Arthur in the janitor's closet. Arthur and classmate Yick team up to avoid being bullied by Joey.
