It's probably the most disputed reform ever passed in the Federal Republic. The Hartz IV laws sought to reintegrate the jobless - especially long-term jobless - back into the labor market.Unemployed people were supposed to be motivated to take the initiative themselves. Five years later,the results are ambivalent. Still,it's an incontrovertible fact that under Hartz IV,many people have found work and even companies founded - such as ladies' seamstress Michaela Kirschberger.
