He suggested that many UFO witnesses are "marginalized" because the US government may have made a deal with ETs, in which they would put down reports and help the aliens stay incognito. Maxwell also mentioned that he had access to off-the-record video footage in which former astronaut Gordon Cooper revealed that he had worked with an ET whose ship had crashed in Mexico.
