"It was raining in LA for about two days," the filmer, Emmillienne, told WooGlobe. "I was on Laurel Canyon and Victory Boulevard, leaving my therapy session, when I decided to record the water flowing in the street."
Cars are struggling to pass through the flooded road. There's one ride that is totaled. Then comes the highlight of the clip.
"When I turned, there was a car driving toward me on the sidewalk!" Emmillienne added. "When he came close to me, he smiled and waved hi with his window down. He was the only one doing this, no one else!"
