Tel Aviv, Jaffa, Ajami. Hier ist das Babel der Gegenwart, das Leben ein permanenter Ausnahmezustand. Seit langem Verfeindete leben hier als Nachbarn auf engstem Raum. Omar, der sich in die junge Hadir verliebt hat, wird in einen blutigen Streit mit einer mächtigen arabischen Familien verwickelt und von ihrer grausamen Rache verfolgt. Ihm bleibt nur die Flucht und dennoch kann er die Stadt und Hadir nicht verlassen. Seine letzte Chance ist, das von einem islamischen Richter festgesetzte – und dennoch unbezahlbare - Schuldgeld aufzutreiben. Auch Omars Freund Malek braucht dringend Geld, denn seine Mutter ist schwer krank. Um die Behandlung bezahlen zu können, arbeitet er illegal in Israel. Das Leben Dandos, eines jüdischen Polizisten, nimmt eine tragische Wendung, als sein Bruder spurlos verschwindet.
