    COLLECTIVE MANAGEMENT AND STRENGTHENING GOOD GOVERNANCE IN EUROPE

    Issues to discuss: Good governance of collective management organizations in relation to their members: freedom for rights holders to choose the CMO in charge to administer their rights, criteria for representation of members and decision-making, internal controls, transparency and accountability. Good governance of CMOs in relation to the users: transparency of tariffs, compliance and dispute resolution mechanisms, obligations of users vis-à-vis CMOs. Good governance in the reciprocal relationship between CMOs: distribution rules and non-discrimination principle.
