Who provoked the protest against Agnipath scheme?

Agnipath Scheme Protest: Youth have come to the streets in different cities of Bihar as well as in Ballia of UP against the Agnipath scheme. They have vandalized the Ballia railway station. The central government had launched a four-year recruitment scheme for defense forces on Tuesday, due to which protests are taking place across the country. Rajnath Singh has appealed to the youth to maintain peace and prepare for recruitment. Is there any political interference behind the violent protests of the students?
