Why Modi didn't open Jayalalithaa's picture ? | JV Breaks

Few days before Jayalalithaa's picture opening ceremony took place in Tamilnadu Secretariat. Modi was invited to open the picture but he didn't come, so assembly speaker Dhanapal opened it.
