Gov't reveals master plan for local autonomy and decentralization

More power will be granted to local governments... to boost their autonomy and accountability while realizing sovereignty of residents.
The announcement was made by the Committee on Autonomy and Decentralization after the matter was reviewed and finalized during President Moon's Cabinet meeting this morning.
The change should help expand the political rights of local residents,... allowing them to submit bills directly to local councils.
The plan also seeks fiscal decentralization.
It's going to raise local tax rates so they're closer to the amount levied by the national government.
That ratio will be six-to-four..... a significant change from current eight-to-two.
To promote cooperation between the central and local governments,... and also among local governments,... there will be regular meetings between President Moon and the heads of local governments.
