Following the disturbing discovery of 13 starving siblings held captive by their parents in Southern California, reports surfaced that the suburban home had been registered as a private school, raising questions about state oversight regarding homeschooling. California is one of 15 states that only require a private school affidavit to establish a "private school" as David Allen Turpin, the father of the 13 tortured children, had done for years.
