State Department Officially Debuts New Travel Advisory System The new-tiered system was launched on Wednesday in an attempt to make it easier for American travelers to understand security threats abroad. The tiers are based on the level of crime, terrorism, civil unrest and more. The four tiers are:
Tier 1 - Exercise normal precautions
Tier 2 - Exercise increased caution
Tier 3 - Reconsider travel
Tier 4 - Do not travel Michelle Bernier-Toth, acting deputy assistant secretary of state for overseas citizens services, (CNN) The new system functions as guidelines, not as a set rules, meaning Americans can still travel wherever they like. North Korea is the lone exception due to the United States banning American travel there over the summer.
