In fact the only heels I've known to not back away from a challenge is Taker, Kane, and Mankind. But thats because it wouldnt fit their character. Kane & Taker accepted every challenge as a heel or face when they were champions and challenged by whomever. But like said, it wouldnt fit their character to not accept challenges. But theyre special cases. Heels usually arent known for that.
Orton is a heel & heels are known for taking shortcuts and backing out of fights so you cant expect Orton to do anything different. In this match against Foley, I'm under the impression that he didnt take shortcuts because he had something to prove to Foley which is why he accepted the match in the first place. I do agree with you though. I wanna see this Orton, but as long as he's a heel, there's less chance we'll see him. He is a good heel though. I think he and Edge are the best heels right now in their respective brands.
