Graffiti is perceived by the law as vandalism and not art, which is kind of confusing but also makes sense at the same time, it's true that no one can ignore the artistic aspect of it, but at the same time it's still a forced change upon a property that the graffiti artist doesn't own, and whose owner wouldn't necessarily approve of.
