The mayor of Montreal has declared a state of emergency with residents evacuated from their homes as rising flood waters threaten dikes and breakwaters throughout Canada's Quebec province. In response to the flooding, around 1,200 military personnel have been deployed to support emergency services. On Sunday, a statement by the city of Montreal declared a 48 hour state of emergency and warned that forecasts suggested the situation would not be short-lived.
