I think that's because his background is originally in pancrase, where fighters do not wear gloves, but use slaps and palm strikes instead.

Yes, this is because he isn't wearing gloves (which is a mistake, IMHO); it's like in the pancrace contests, giving punches with bare hands is both painful and dangerous, so the fighters used slaps and palm strikes, less powerful, but safer (for example, check the Bas Rutten highlights vid here, and you'll notice that). I don't know why he choose not to wear gloves, this was a bad idea, and he paid the price.
