    I thought Mr. Brown's speech was not very precise, and what he said was really a reference to a parent language that included not just the Romance and Indian and "other parts of the world", meaning all of the descendants, or dialects if you will, of the originating language, which he doesn't name, but presumably is PIE. After all, nowhere does he suggest that he is introducing a new linguistic concept. Also, he describes the languages in a group that includes Iceland that I think he means to say is related to Indian languages along with the Mediterranean (Romance) languages, and those are the main ways he is subdividing the PIE descendants, which I believe is regular linguistic theory. But I think is speech is not clear and you have to interpret it so that it makes sense.
