My favorite spy game is The Operative: No One Lives Forever, starring Cate Archer, AKA the most awesome female secret agent. No One Lives Forever is a spoof of the spy genre, specially about the Sean Connery and Roger More’s James Bond era.
Cate Archer makes an excellent protagonist because she takes the original male spy person and twisted it. Archer knows when to be cool and when to be unlikable, even to the gamer himself.
Gadgets? You have plenty. A sleeping gas hidden inside a perfume that lets you slip past enemies without knowing. Sunglasses that can be used to spot evidence and detects land mines. A rocket launcher disguised as a briefcase. And the most powerful gadget: a coin that can be thrown to confuse enemies.
Excentric villains? Across the original game and its also great sequel you will fight against ninjas, mimes, an Scottish fist-fighter or an overweight german woman that things she can sing opera.
