They have hundreds of thousands of square miles to do exercises in. They WON'T be doing them over San Diego on New Year's Eve.
Aliens? Can't say because once again we don't have a clear shot of what they are and once again no one landed and made contact.
The hot air balloons is more interesting to me because it would make a little more sense. Out and about on New Year's to catch the big city with their fireworks makes more sense right now than anything else.
However, I would not discount extraterrestrial objects. :)

They are certainly not satellites (can't see satellites at midnight as they are in the shade) and I don't think helicopters or aircraft because you would see red, green and white flashing lights. They could certainly be illumination flares, but candle balloons are most likely as they are usually launched on new year's eve. This also explains why they don't dissapear over the horizon - the candles go out. It also explains the slow motion (compared to satellite, meteor, or space debris) shown in the video.
