Presidential Power

When the first A-Bomb was dropped on Hiroshima President Harry S. Truman announced that the target was "a military base" when in reality it was city filled with civilian population including children and babies. Was he lying or was he lied to by his advisors? Does it make a difference? Does such violent power still reside in the hands of politicians who may either be liars or the puppets of liars?
