Colombia to Review Military Counter-Insurgency Doctrine

The announcement by Colombian army commander Alberto Mejia that the military will be reviewing its decades-long counterinsurgency doctrine was welcomed by victims of state repression. While ostensibly directed against guerrilla fighters and members of armed organizations, 80% of the victims were civilians, many of them activists in social movements.
